In the military when I was in their were lifers whose career was the military and there were us---the draftees or guys that came and went . I see same thing with federal govt. The lifers and those who come in with the Executive Branch/ President and go when he is gone or likely sooner
The lifers hate change and at best "get along" with the new guys/gals be it the WH /President and the new dept heads---DOJ/EPA/Treasury/ et al.
With Trump since he is so different it is more than just keeping your head down and doing your job but protecting the status quo. The lifers are fighting back witness the whistleblower. It was totally there with Comey/McCabe/ Strzok who hated Trump and thought they knew best. We have always had lifers but with Trump they pushed back
