is the quid pro quo, or the implied quid pro quo.

And, it's sort of the like the "outrage" argument above. The reason people think or expect that it's a qpq is that with Trump, it's all about what benefits Trump.

I wouldn't have impeached over it, but the guy has no clue on what is, or is not, appropriate for the office.
