but the President, being his potential political rival in the upcoming election, should stay out of it. How would you feel about this whole situation if Obama used foreign aid as a carrot to get foreign countries to investigate Trump prior to the 2016 election? The precedent you are wanting to set could bite you in the ass the next time a Democrat takes the office.
