Biden was VP. He did very well financially beyond his salary while in that position.

Other US politically connected citizens were connected with Burisma. It wasn't a Biden family op.

The Obama administration by 2012 had amped up the FISA unmasking of Americans. I'm sure it all wasn't just targeting political enemies.
