nowhere in the NYT's article does it claim the WH "held onto the complaint". They were investigating the allegations along with the CIA (allegedly).

"As C.I.A. and White House lawyers began following up on the complaint, the C.I.A. officer became nervous, according to a person familiar with the matter."

So he clearly didn't want people questioning his complaint. We know Atkinson didn't even compare the complaint to the phone transcripts.
