1st ICIG after the alleged WB complaint was received. The previous version of the form dated to May, 2018. The important question here is on whose authority did this bureaucrat change the reporting requirements?
2nd There were two boxes at the top of the form. One for first hand knowledge and the second box for second hand knowledge. The WB checked both boxes. The ICIG admitted that he merely took the WB's word for this and did not independently verify it.
3rd This is a moot point. None of the information reported by the WB matched the details of the conversation between Trump and Ukraine. He got everything wrong in his complaint.
One more point. The ICIG faces criminal liability in his unilateral change to the policies and formats in regards to WBs. He is in deep trouble over this. Perhaps, he also has liability from his time in the NSD of the Obama DOJ.
