erratic and irrational behavior, operates on a very low amount of information, has surrounded himself with mostly incompetent and/or corrupt people, has degrading mental capacities and is prone to falling for conspiracies.

He is only of use because he is easily manipulated, but the consistency that he is manipulated is faltering and now nobody can depend on or predict how he will handle things beyond looking out for his own best interests.
