Please show an example of a historical culture that existed

Even small tribes and clans had a government. Anarchies may work for very short times or for very small numbers but they would never work on a grand scale.
There is no doubt that governments can and are abused but they also provide services that would be very difficult for the individual to provide on their own.
It would be relatively easy to build and maintain a road between my house and my neighbors but what if we wish to trade with the next town over? That is much harder to do.
Private schools a plentiful and very successful but they are not designed to teach the masses. If we decide as a society that we are going to educate everyone purely private schools are not effective.
You may believe that governments are evil and can be replaced but the truth is that throughout human history you method has NEVER successfully worked.
