From the CNN story:

"Although the Complainant's Letter acknowledged that the Complainant was not a direct witness to the President's July 25, 2019, telephone call with the Ukrainian President, the Inspector General of the Intelligence Community determined that other information obtained during the ICIG's preliminary review supported the Complainant's allegations,"

The entire basis of the alleged WB complain is the phone call. The guts or details alleged in the complaint did not match the contents of the call transcript. It was clear that the WB did not know what was said between the leaders. The ICIG erred in accepting the complaint and his statements here aren't supported by the facts in his submission to the NSD.
