Contempt can still be brought but the DOJ would have to prosecute, which Barr won’t do. There can be fines and that gets costly.
If Rudy is called as a witness, it may be under an Impeachment trial, and there I don’t think DOJ is involved. But, it has been 20 years since Clinton’s impeachment so I don’t remember the particulars
