the complaint is just determined to be unfounded or not credible. The person who made the claim should still be protected.
Think of it in another context. You hear something at work and think that your company is violating securities law. You make a complaint. The SEC investigates and determines that what you heard was perfectly legal, but you didn't know that when you reported.
You are still the whistleblower. You are still protected.
