you're confusing the credible claim. they look at the whistleblower and say is he a credible person, ie does he have a history of bogus claims or is this something we have to take and then investigate.

they took the complaint. examined it and found it to be lacking.

also, of course, the whistleblower was found to have not actually heard the call and was found to have a political bias.
