whose funding is decided by enrollment/attendance, lol.

My kids don't miss much school either. But to me, that's a choice for the young lady and her parents to decide. I guess if she feels passionately enough about it, then let her pursue it. I agree that she's being used, but maybe there is some mutual benefit to her.
