Once the legislative branch approves the funds they are turned over to the executive branch for dissemination. Trump was well within his legal authority as chief executive.

The real problem you have here is that he has turned the tables and used the authority of his office to investigate criminal actions by Joe Biden. Funny how anything goes when looking into Trump but your guys cannot be touched.
