"Other former officials familiar with the substance". Do you understand who these might be and what familiar indicates? The paragraph you cite contains the only clues to possible violations of the law. And the violator isn't the President. The President can talk to whoever he wants about whatever he wants and propose deals, including a quid pro quo. However, there is no evidence this occurred. In fact the WaPo story says that it didn't occur.

As to your last question, shouldn't you have asked that question of the Obama Admin? Trump didn't do this, but Obama did.
