They must see the writing on the wall for 2020. Trying to create votes in any way possible.
If they are really concerned about the citizens of DC then simply redraw the city boundaries. All the residential areas should be ceded to Maryland or Virginia. Make DC a seat of government only, as it was originally intended. They residents will have a voice and maybe the area would be cleaned up a little.
