I agree that this looks like the cop is way over the line.

I heard no reason for the stop. I didn't hear the officer ask about rental paperwork.
On the other hand, it is well known that drug mules use rental vehicles to transport drugs.
In the abundance of caution, I'll wait to hear both sides, before digging in my heels. I'd certainly have some questions for the officer.
More to the point, of course there are bad cops. I had an administrative hearing officer yell at me during a hearing because I insisted the officer answer yes/no questions with a yes or a no. I won the hearing and the A.P.A. couldn't amend a DWI to following too close fast enough. She knew she would lose at trial, and certainly didn't want me showing the video of the officer committing 3 moving violations while transporting the accused.
The bad cops are few and far between. You sound like you are trying to paint all cops as bad, and that's why people don't take what you say seriously.
