there's that. the DoJ elected to not prosecute DESPITE there being likely violations of the law and not just FBI policies. Now, that isn't to say that it was a slam dunk case. it would have been intricate and since it would have been a DC federal grand jury the prospects were not good for an indictment. and one of the DoJ's policies is they don't file cases they don't believe they can get an indictment or conviction on.
had he still been FBI director he would have been fired again.
