Why would any country such as Iran not go for nukes?

Example 1: Saddam. No nukes. No wmds. Allowed inspectors. Country invaded by us forces, executed.
Example 2: Qaddafi. Shut down nuke program in infancy. Joined Bush jr in so called war on terror. Bombed by us led NATO into submission. Executed in street.
Example: Kim. Continues nuke program in face of international outrage. Kept power. Kept us troops out of country. Holds summits where treated as equal with us president.
