There are plenty of unreputable journals out there. Also, in the area I work and when I have reviewed, I know who wrote the article, which I think it wrong. As a reviewer, you have the option of letting them know who you want, and for some journals, you can suggest reviewers to help move the process better, or pick someone familiar with the area. Also, there are some reviewers that are not worth a crap
