There are numerous safeguards in place in many K9 cars. Some will roll down the windows and have aux fans which kick in if the engine dies and AC goes off. Many will page the handler if the temp goes up in the car.
As a side note, when a K9 car is retired, just send it to the crusher. You can never get the smell of dog out of the car, even if they removed the back seat and replaced it with an insert.
