David Koch was the 11th richest person in the world when he died. If the federal govt were to take almost all of his estate ($45 billion) as the Twitter person suggests, that taking would amount to 1% of the federal govt's expenditures.
You're going to need a lot more super rich people to pass the cost of year-over-year federal govt bloat to the billionaires.
Of course, the real cost (as always) will fall on the middle class.
