I never said the US tariffs were not retaliatory, nor was China not protective.
The fact are...both US and China have reduced their tariffs over time...US at a faster pace.
Also, due to the fact that manufacturing is cheaper in China, due to both cheaper labor (biggest reason) and cheaper building of plants, the US has used China as a sourcing for many things that are sold in USA at both the wholesale and retail level. It has been beneficial to both economies.
Obama saw as one way to compete against that was to go to TPP, allowing those countries that would open up their markets more to have a reduced tariff to come into USA. China was left specifically out of this deal, but welcomed to have a separate deal with USA. Obama played both sides well without having a tariff war.
Trump did not...his goal has never been to have free trade...he wants to do just as China and have a protectionist policy.
