you understand that an inquiry is a step, and that the House Judiciary Committee is already taking steps to gather information to render a recommendation to the full House membership by the end of the year?

The Mueller Report tee'd it up pretty well with 10 separate instances of Obstruction of Justice.

Impeachment may be proper in cases of "high crimes and misdemeanors" - and the DOJ memo prevents that department from indicting a sitting President.
