(apparently because he was talking to a grade school at the time the event happened), with paper airplanes crashed into the blocks and in his hands, with blocks scattered about - like a kid playing.

They appear to be weird political paintings about crucial events in their Presidencies. For Bill, it's Monica and the blue dress and his philandering. For W, it's 9-11. Almost like satirical Mad Magazine covers, but very odd. I wonder if Bill or W knew about them.
