They're doing this for every conference; for conferences outside of the top tier, being the visitor in a "guarantee game," with no reciprocal game at home in another season, is a big issue.

For the SEC, they probably didn't count the number of times the program is "bought"; they probably counted the number of guarantee home games. So playing more away games counts against a team in that rating factor.
