Just that many people who vote are not eligible to vote.
(Non-citizens, Felons who had ability to vote removed and people voting in more than 1 precinct)

In this case, no one alleges that the voters were ineligible to cast a ballot in the election. The 'crime' was that people gathered (harvested) absentee ballots from legitimate voters and returned them to the proper election agency.

While vote harvesting is not authorized under NC law, it is a legal and common practice in other states.
