and found two blocks outside the perimeter, a passed out man on the sidewalk, a woman in a single piece dress stuffing her left boob back into her dress, and litter on the ground.

But, I didn't see any rats. Must have been in a different part of town.

I have seen similar "poverty" in cities and towns all across America. Not everything place is a pristine suburb.
