and the manager and I both noticed a guy milling around near the exit. It was obvious his pants--crotch at his knees--were stuffed full of merchandise. She asked if he needed assistance and he turned around to wander the other way. Then he decided to leave the store.

All she could do was send an employee out to the parking lot and hope to catch a car tag. She said they would look on the surveillance video and try to determine what he'd stolen.

Retail is so handcuffed by what they can't do for fear of getting sued they pretty much will stand aside and let thieves cart out whatever they want.
