confined his questions or not. The man had almost no knowledge of what was billed as his report.
It is obvious that the entire report was created by his staff and he simply signed at the bottom.
That really calls into question the entire report. The team was packed with democratic operatives and Hillary supporters and the best they could come up with was vague references to him pushing back against the investigation.
