First of all, it is not a legal term. Therefore, using it as if it is would be pointless. It is NOT something a prosecutor does or can do. Plus, the Constitution and our law forbids it, when it requires (only) that a person be proven GUILTY, not exonerated.
That your so-called "leaders", in all their willful ignorance and stupidity, freely act and speak as if none of the above exists at all should tell you something about them. That it doesn't for most of you is alarming.
