an illegal immigrant and/or violated a law when he left Germany.

The FACTS are that:

1) He immigrated legally to the US.
2) He became a naturalized citizen
3) Upon returning to Germany, he was accused (but never tried or convicted) of violating a law that was enacted AFTER he emigrated from Germany (he emigrated in 1885, and the law was enacted in 1886)
