An exception to the rule.
Like EVERY FRIGGIN TIME socialism fails, it's the exception. The fact that it has never worked anywhere is not the point. The text books say it should work. The professors say it should work. The media say it should work.
So it should work.
When it fails, it's always because it wasn't done properly. Probably wasn't enough money behind the effort.
The concept is solid, the results don't matter.
