is to somehow uncouple the ability to get public services/benefits for immigrants.
Once the money is gone, the sanctuary folks have no incentive, other than their virtuous beliefs, to protect illegals. The illegals have no benefits to get and therefore less incentive to come. Then, you can begin to deal with the folks who are here that have to be addressed. It also shuts down the racist/bigot crowd who whine that they're here for freebies.
