They do not.
Families need to decide to be involved in kid's education, instead of shipping them off to govt run socialist daycare
facilities.
I'd prefer private over public, in order to greatly reduce administration costs, and fire teachers quickly if needed.
Short of doing drugs, banging the kids, a bad teacher can work for decades and make just as much as the good ones.
Which, tends to reduce the drive of the good teachers over time, giving us the current level of mediocrity.
