KCTV5 ran a story several years ago with just one PD--Shawnee--and how proactive policing was having a negative effect on crime in an area bordering Lenexa, Overland Park and Merriam. Be proactive and know who is passing through your city and the criminals will find another community to commit their crimes.

And with social media, it is even easier as Lenexa and Overland Park post pics/vids from store surveillance cameras weekly. One yesterday was from two women who stole another woman's billfold and were running up her credit cards. Someone will know them and turn them in. Much better than taking a report and telling the victim "sorry for your loss". It takes some effort to establish those relationships with the stores in the community and they certainly want to help as they are the victims ultimately when the credit card payment is denied.
