The ability to influence is far, far greater from a government, not an individual. You're not seeing this.
Furthermore, there's nothing to indicate that Beto is even motivating them. If he wishes to campaign in Mexico, have at it. It's his time, his money, and his energy and he can (mis)allocate them as he wishes. So whether he campaigns in Mexico or Mexico, Missouri, it's his choice and getting individuals motivated, regardless of nationality, is a goal of campaigning.
This pales in comparison to a government's involvement in another countries national election.
You've tried to connect these at the outset as though campaigning is as sinister as a government intervening in an another countries' election. They're not, and I thought you saw that distinction, but I was mistaken. Pickle was correct - you don't understand the distinction.
