I wouldn't be surprised if that wasn't a planted question, just so he could give those remarks as a message to that community. The way he expounded on it with incarceration statistics makes it seems like it was a prepped political strategy.

And yes, the question/comment was racist because it makes it seem like it's only directed at blacks and they are the ones committing crimes.
