In the final four, there was a foul called every 1.33 minutes. In the finals so far, there has been a foul called every 1.27 minutes. So really, the NCAA called fewer fouls in their finals than the NBA has so far.

I think you just notice it less in the NBA because of the way the fouls reset at every quarter, unlike the NCAA where they reset at the half.
