The comma was in order to separate the qualifying clause "the contraction of you are" from the contraction "you're". As for the word "chief" it was used a nickname not a proper name. If I referenced "Chief Brody", the word is capitalized as a title of an official. The same goes for the word president. If I write that the president is a putz, then there is no capitalization. If I write that President Trump is a known thief, it is capitalized. You will lose in a battle of grammar with me as was evidenced here.
