but sometimes he seems to go off the reservation a tad.

Let's not forget he told us Jr. would be indicted ... like a year ago.

I also find it odd that some "legal minds" don't hold Mueller's feet to the fire for not doing his job. But Nap did at least touch on how the OLC's guidelines were just that, and not mandatory. He seems to be on the side of Barr (and Rosenstein) when it comes to the interpretation of said guidelines and opinions.
