If youre asking why people gave information to Steele,

that really opens up a flood of other questions.

Was the information real or fake?

If the information was real, was it given to Steele by individuals who sought something (money, favors, to bring down Putin, etc) or was it given at the behest of Russian Intelligence (who may have sought to sow general discord)?

If the information was fake, there could be a myriad of reasons to feed fake information.

When was the data given to Steele? At this point, we dont know. If it was during the primaries, which it likely was, Russia didnt show preference to any single candidate and therefore would have no problem sharing information on Trump. Remember that Steele was being paid, ultimately, by the Washington Free Beacon at this point.
