stating that was NOT the reason Mueller didn't indict on obstruction. They mulled over the OLC's opinion, but Barr went on to explain there are ways to still indict a sitting president.
Barr simply stated obstruction didn't meet the threshold b/c it was impossible to prove intent. This is why Mueller discussed Trump's "mindset" multiple times.
