Worse is comparative.
Worst is superlative.

Bush is the worst President ever, as a superlative of ALL Presidents, including Obama.

Therefore Bush is worse than Obama. You cannot turn around and then say Obama is worse than Bush.

Aka logical inconsistency fallacy.
