the states aren't bound by any law passed by congress that isn't Constitutional, agreed. But a state may not pass a law that is at odds with a Constitutional statute. Therefore, if Congress can't make a certain type of law, neither can a lower body.
It's not hard, you just enjoy arguing and calling it discussion.
