Set up by developers before the first house is built, and they maintain control over them until the subdivision is built out. Which time they typically are no longer on the board or committees. During the housing bubble many subdivisions and builders went under and HOAS became inactive or discontinued.
People bought houses without an active HOA and without being given the rules from new builders that started working the subdivisions after the crash. Then the homeowners voted my majority to restart or forum take a new HOA.
