It takes very little manpower to get mail from one office to the other regardless of location. It takes a lot of manpower to get the mail from your post office to you daily.
I remember visiting family in the small town where my mother was raised, they did not have delivery. I remember my grandmother sending me and my cousins to the post office to get her mail. No home delivery and yet everyone still got there mail.
There are many ways the postal service could cut costs but there would be a huge fight with the unionized government workers.
