Even if the shooters had been identified before the fact you cannot expel them for what they might do.
If you take the threat seriously how long can you stay on high alert and try to watch a thousand students.
Not just schools but anywhere if someone wished to do something evil there is not much we can do to stop them. All we can hope is that they have a plan in place that can minimize the damage. From what we are hearing in this case it was the reaction of other students that averted a much larger tragedy.
