unless there are serious underlying mental issues at that age you know that taking the life of others is wrong.
People who do not believe that teens are capable of making adult decisions have not spent much time working with them.
Yes, they lack impulse control and have questionable judgment but that does not mean they do not know the difference between right and wrong.
I remember early in my career sitting in a classroom in KCMO while the students were openly discussing which crimes they could commit and have wiped away when they turned 18 and which crimes would get them in real trouble. Teens are masters of working the system and that takes the some cognative ability.
