All-out ban of assault or assault-style weapons by citizens

There is a good start. A two-week waiting period and extensive background checks. Mandatory installation that freezes a weapon's functionality unless in the use of its owner(s). That is off the top of my head.
Perhaps we might engage in an honest discussion of the value of the Second Amendment. At the time it was past, states had militias and its citizens owned muskets both of which could be rallied in the case of an over-reaching federal authority. That world in which that Amendment was passed no longer exists.
It is now apparent there is NO level of mass shootings that are too much or too grotesque for such laws or discussion.
